What I have done is a family (titleblock category) that works like a frame for each viewport. That frame contains a graphic scale family, which has one parameter called "Scale Factor" that controls the the values. The app uses the Revit Built-In Sheet Scale parameter, which is only enabled if there is at least one view placed on a sheet and all views have the same scale.
